Big Island Reuse Feasibility Analysis 

The purpose of a reuse program is to capture used, and certain new, items and materials that still have some useful life, before they reach a county landfill, and return them to productive use.  Such items and materials are referred to as reusable items, reusable discards, or reusables throughout this report. 

The Clean Hawai'i Center, a program of the Department of Business, Economic Development & Tourism, under a grant from the U.S. Environmental Protection Agency, initiated an analysis of the potential for a reuse program on the Island of Hawai'i (Big Island).  After discussing the proposed project with staff of the County of Hawaii's Department of Public Works, Clean Hawai'i Center contracted with Rural Community Assistance Corporation (RCAC) to conduct this feasibility analysis.
