Illegal dumping is disposal of waste in an unpermitted area. 
Through a collaborative effort between the USDA Rural Utilities Service Grant,
County of Hawai'i, and Matson Navigation "Ka Ipu 'Aina" Program,
communities can coordinate to conduct illegal dumping site clean-ups.
