Introduction

Recycle Hawaiʻi is seeking proposals from qualified consultants or firms to provide web development and social media marketing services for the EPA-funded Recycling Education & Outreach (REO) Youth Program. This Request for Proposals (RFP) may result in a single contract awarded to one contractor capable of delivering both services or split between two specialized contractors—one focusing on Web Development and the other on Social Media Marketing.

The primary objective is to enhance our digital presence by effectively showcasing the youth group's weekly activities, program outcomes, and community engagement. The proposed solution should include streamlined workflows that enable participating students to independently manage and update content with ease.

About the Program

The Hawaiʻi Youth Clean Stream Campaign and Waste-to-Wealth Initiative is a three-year, youth-led effort funded by the EPA Recycling Education & Outreach (REO) Grant Program. In partnership with Kaʻū Global Learning Lab, Recycle Hawaiʻi employs local high school students to design, lead, and implement recycling education projects that inspire cross-cultural collaboration and promote zero waste values grounded in aloha and mālama ʻāina.

Program components include:

  • Youth Leadership & Training: Student cohorts trained in media production, event organizing, public speaking, and recycling education.

  • Community Engagement: Organizing outreach campaigns, paid digital ad campaigns, classroom workshops, and Zero Waste Collection Events across Hawaiʻi Island.

  • Waste-to-Wealth Tracking: Highlighting and tracking local waste diversion efforts and data.

  • Digital Storytelling: Student-driven media campaigns using video, graphics, and social media.

The program creates meaningful green jobs for youth while advancing Hawaiʻi’s transition to a more sustainable, circular economy.

Scope of Work

1. Social Media Marketing Consultant

The selected consultant will:

  • Assist in setting up and configuring a Meta Ads account.

  • Integrate and connect all program social media accounts (Facebook, Instagram, TikTok, YouTube, etc.).

  • Optimize Hootsuite (or similar platform) for scheduling, monitoring, and analytics.

  • Develop workflows for youth integration, enabling students to plan, schedule, and post content consistently.

  • Provide training to students and staff to ensure long-term sustainability of the system.

  • Support development of paid and organic campaigns to amplify youth-created content.

2. Web Development Consultant

The selected consultant will:

  • Redesign the program webpage to improve usability, aesthetics, and storytelling.

  • Add real-time waste tracking graphics/icons that visualize recycling and diversion progress.

  • Integrate the website with social media feeds and fundraising pages.

  • Build student-friendly workflows and assist with tutorials for updating the website with new program data, media, and announcements.

  • Ensure website security, accessibility, and mobile responsiveness.

Deliverables

  • A fully functional, student-accessible program webpage redesign.

  • Real-time waste tracking display integrated into the webpage.

  • Connected and optimized social media accounts with clear workflows for posting and scheduling.

  • Meta Ads Account fully operational and linked to all program social media handles

  • Training sessions and documentation for youth/staff.

  • At least one month of post-implementation support if needed.

Budget

The maximum budget available for this project is $10,000. Proposals may cover both service areas (web + social) or one area only.

Proposal Requirements

Proposals should include the following:

  1. Cover Letter outlining interest and approach.

  2. Portfolio of past work (websites, campaigns, youth training, etc.).

  3. Client references (minimum of two).

  4. A description of why your organization/consultancy is best aligned with our program’s mission.

  5. Proposed budget breakdown (web development, social media, or both). Proposals over $10,000 will not be accepted

  6. Timeline of implementation, with major milestones.

Timeline

  • RFP Release Date: August 28, 2025

  • Proposal Submission Deadline: September 5, 2025

  • Selection & Notification: September 12, 2025

  • Project Start: September 19, 2025

  • Initial Deliverables Completed: November 1, 2025

Evaluation Criteria

Proposals will be evaluated based on the following:

  • Demonstrated relevant experience and past performance (30%).

  • Quality and creativity of portfolio (25%).

  • Ability to provide student-centered workflows and training (15%).

  • Alignment with our mission and values (15%).

Proposed budget and timeline feasibility (15%).
